Once UTM HANDLE is enabled the CF Edge cache is bypassed causing significant drop in performance.
This never happened in earlies versions.

We are using the free one.

Unfortunately there is no good solution for this in the free tier. Because V2 ONLY leverages server side cookies and it is being set there. In your case, server might be invalidating the server side cookies, therefore it resets on every page visits degrading the performance.

I recommend you to upgrade V3 and use this feature https://docs.utmgrabber.com/books/102-getting-started-for-handl-utm-grabber-v3/page/disable-server-side-tracking
