it’s not possible to install clouse on google cloud sql. that’s what i’m using as a database for my wordpress. how would i be able to use this plugin

As far as I know, Google Cloud SQL doesn’t let users to use custom storage engines, so I don’t think Google Cloud SQL can be used directly. What you could do is to setup a separate MySQL for handling media, as described in Advanced deployment configuration with Media Server section at https://wordpress.org/plugins/wp2cloud-wordpress-to-cloud/installation/
