You can report to plugins team if you’re sure that plugin is violating the guidelines, i.e. #9 and #11
You can read here how to contact plugins team it is same email like reporting security issues, provide
a clear and concise description of the issue
a link to the specific plugin
screenshots would be helpful
However, it can be also a problem with your WP installation and not the plugin author intention. Try to solve this issue with plugin support reps in this topic first.

It is doing this on two different sites on two different servers, so the issue is intentional in the plugin.
I ended up editing the plugin to remove the injection, but will look into reporting it after a couple days.
