Try flushing any object/database caches your webhost might have enabled.

Try flushing PHP opcaches, if enabled.

Beyond that, you’d likely need to have your webhost do some troubleshooting to see why the plugin is not enabling. It’s not typical for a plugin to not activate without an error message.
