Themes development, where does all the extra code come from?

I want to make themes to sell. I’ve bought loads of themes in the past. When I look at the code, there are 10’s of 1000’s of lines of code – impossible to learn from!
I wanted some advice on learning to develop a basic theme for WordPress… but then get fancy and have the different layouts and slide animations you see in popular themes. My guess: the 1000’s of lines of code are ready made and developers simply tweak and change. If so… ready made from where? Frameworks?
Is that correct?
What’s the best way to develop these themes that are beyond the basic?
