    I want to translate the plugin.

    Why when you add a new language does not display all the strings?
    But if another language edit this plugin (which has already been translated by the developer), it contains all the strings ..
    How to add all strings to the translation to add languages?

    Loco Translate will display all the strings from the configured template. Does your plugin have a template configured? Is it up to date? See help page: https://localise.biz/wordpress/plugin/manual/templates

    How to add all strings to the translation to add languages?

    By ensuring that Loco Translate knows where to find the plugin’s POT template file. If it can’t find one then configure it to use one.
