Both IPs are clean and not blacklisted in our database so they haven’t been blocked:

Could you please clarify why you think these are requests from bots?
These requests from bots because they have the same patterns:
- We get 1000 of these requests per day and their time on site 0 sec.
- These requests are from ipv6.

Try adding the specific IPs you’d like to block.
There are 1000 new specific IPs per day. Do you suggest every day make adding new IPs?
As we mentioned before, all the IPs have no spam activity. So that our system has no reason to block them. Anyway, we’ll discuss with the team what can be done in this case.

In this specific situation, you can try blocking IPv6 addresses through the .htaccess. Something like this:
RewriteEngine On
RewriteCond %{REMOTE_ADDR} ^[0-9a-fA-F]{1,4}(:[0-9a-fA-F]{1,4}){7}$ [NC]
RewriteRule ^ – [F,L]
Please also check the Malware Scanner logs, it seems that there are infected files on your website.
