No, it should state the following:
ERROR: This email is already registered, please choose another one
Whether creating a new user through the WP dashboard or through the registration form on the site. If you were able to go through using the exact same email address, there must be some plugin/theme function interfering allowing it to succeed.
There’s an older plugin I’m still using here on a few sites to allow the same email on multiple user accounts.

You might just enable it and disable again after creating the accounts as needed. Once they are created they seem to work fine with the plugin disabled the last time I used it.

I’ve actually changed email addresses via the database for a few users needing the same address but I don’t recommend doing that.
