Jetpack was built not to send any subscription emails for posts that were republished; we built the module to only send emails for newly published posts. If you were able to do that before, it was a bug 🙂
We chose not to trigger subscriptions when the post status changes like that, as it could then be triggered by mistake, when making changes to a post, or when importing posts form another site for example.

I also used to do this (i.e. change the post to draft or pending and then republish it). I found it to be a REALLY USEFUL function because it then allows old posts to be sent to new subscribers who have not seen the posts before.
Would you/Could you make it so that old posts can be resent please? I for one would really appreciate the ability to do this; it preserves old comments and averts having to duplicate content which in my view is not a good thing.

We might add that option at some point in the future, but that’s not on our roadmap right now.
Until then, you could check other subscription plugins and solutions like Mailchimp or MailPoet.
