Interesting unfounded (and patently incorrect) claims there.
On a clean install of WordPress, without any plugins or themes mucking about with registration, it works. I’m HAPPY to test out and try and debug. I’ve helped people write functions to hook into 3rd party plugins.
All the issues have boiled down to conflicts with other plugins or themes that literally circumvent WordPress’ normal login and registration process. I can’t possibly be expected to fix that. Especially when they’re all premium plugins without anything to hook into and direct users on how to make compatible.
I installed Ban Hammer on a clean site, added test@gmail.com to my blacklist, and attempted to register. I was properly shown the error message. I went and checked as an admin and no users were added.
What plugins and THEME are you using?

@vidabandida You should open your own support post for this.
You’re using All In One Social Login, based on those pictures, but I don’t see it listed on your plugins. Whatever that is, it’s probably the reason this plugin doesn’t work. My guess is that it’s not using the normal WP login functions, which means you’ll have to make a bridge plugin to connect them :/
