Missing the cache option

I copied my live site to a test site, but on this test site there is no clear cache button, as there is on the live site!
I have already uninstalled your plugin several times and the option to delete cache does not appear!
I have already deleted and reinstalled the advanced-cache.php file in the wp-content folder and this issue has not yet been fixed!
