Missing cookie?

Usually GTM creates at least one cookie, that i can later manage in my cookie management plugin – but GTM Kit creates… none? Am i missing something?

The tags and container are installed properly, data is gathered in GA, debugger shows GTM+GA tags, still i’m not getting any listed cookies either in dev console (chrome) or by cookie scanner.

I want my website to by compliant with GCM, so it actually does matter.
