Minimal Features Menu Maker

    Looking for
    1) A CSS menu maker that DOESN’T fill up the posts table but stores info for each menu (or just one menu) in ONE options table record.
    2) Has a good back-end builder, not fussy on drag’n’drop, dropdown or address input.
    3) DOESNT require any JS loaded by wp_header().

    After the first 8 pages of a ‘menu’ plugins search I’ve yet to find and install such a minimalistic one.

    Open to suggestions, doesn’t matter if its updated recently, maintained or anything just has to work.
