When did this start happening? I know you have been using WP Forge for this site for a while now so can you tell me when it started happening.
What version of WP Forge are you using did you just update?
Did you add something maybe like a plug-in or maybe some code or something to that effect? If possible can you please deactivate all plug-ins and see if the issue persists.

It was a conflict with a plugin, as you predicted.
specifically:

So, as of now, there is a brief flicker as the page loads where it appears to opt quickly for the mobile version of the menu and then immediately adapts to the PC version. Which is a HUGE improvement. – I’m assuming this is normal functionality as it is a responsive theme. (?)

If you can add the following to the main stylesheet:
.title-bar {display:none}
This may correct the issue for you.
