Check, can I if there is no limit can i set limit to let say 9999? Aside from this, this is based on session or session cookie?

I’m not sure to understand the question.
I guess you’re using [yasr_visitor_votes], and you want to limit the number of votes in a single post or page?
If so, this is not possible.
If when an user rate is logged in, the rating is saved along with the user_id.
If it is not logged, there is a cookie and the same user can’t rate again.
I see. What i worried is that, how to deter user from using incognito to spam rate a post.

It would be a very slow and tedious procedure, and you can always delete that ratings.
Eventually, you can allow to rate only the logged in users, that can add the rating just one.
