In WordPress, user roles and permissions are managed that be restrictive by default and these are designed with security and simplicity in mind. For many use cases, the default roles may be too restrictive, particularly for roles like Editor.
In default, Editor role only can manage and publish content created by others, but cannot modify settings, themes, or plugins. Meanwhile, administrator role has full access to everything, including site settings, themes, plugins, and user management.
Basically, this is not an option can be built in our plugin. Hope that clears your concern.

I think you are wrong with your informations.
Its easy to implement custom user capabilities for a plugin. Thats nothing unusual.

E.g. in your plugin settings, you could offer a list of available roles and add the necessary caps.
An editor should always have more rights and options then normal users or authors.
It’s not about managing the plugin but be able to add new Whatsapp buttons and edit them.
