    Hi!
The problem “Could not instantiate mail function” means that your server have a problem with sending emails from it. Please contact your hosting provider and ask them to check PHP email functionality for you. If you will have no success with resolving this issue with your hosting provider – please contact us through our internal support. We will check what is wrong and will help you to solve the problem.

I find this reply to be incorrect. When you use your test feature it works just fine. However, when you are using a form you get the “Could not instantiate mail function” error.

WordPress 4.7.1 did make an update to the PHPMailer and that is more than likely the issue.
