Tried all that and I don’t thing that’s the issue.
The website was create after the migration of a wordpress.com blog to a standalone wordpress.org installation
old comments migrated from the wordpress.com blog show a hanging loading and new comments show either Liked by .. persons or Like
In the chrome console I have the following error multiple times:
WebSocket connection to ‘wss://public-api.wordpress.com/pinghub/wpcom/me/newest-note-data’ failed: Error during WebSocket handshake: Unexpected response code: 403
Can you give us a link to 2 or three posts where this definitely fails for you?

I have disabled all the plugins and the change the theme to twentyseventeen and nothing has changed.
