License GPLv2

Hello! Plugins found on wordpress.org are distributed under License: GPLv2 or later (http://www.gnu.org/licenses/gpl-2.0.html). I read the text of this license, but I did not understand what would happen if the use of the plugin causes financial or any other damage to the company or person who uses the plugin.
The license text reads: “BECAUSE THE PROGRAM IS LICENSED FREE OF CHARGE, THERE IS NO WARRANTY FOR THE PROGRAM, TO THE EXTENT PERMITTED BY APPLICABLE LAW.” Does this mean that the person who wrote the plugin is not liable if the person who uses the plugin is harmed?
