the configuration fields are called Settings in the current version of WordPress, apologies for the sloppy designation of these fields, I will improve that in the next version.
If you understood this, but still could not find the settings, here are some clarifying images, hopefully I can help you with that.
If you use the block, only the first image (sib block-settings screen wider than 782 px.png) is important:
This image applies if your screen is wider than 782 px (a smartphone in portrait mode is usually narrower than 600 px so it may be necessary to turn it to landscape)
The ‘content area’ is the place where your block is visible, with the block toolbar directly above it.
In the right side of the Top toolbar, to the left of the update/save button, you see the settings button (on a screen wider than 600 px so not visible on most smartphones in portrait mode). With this button you can toggle the visibility of the ‘settings panel’.
If the settings panel is visible you can choose between the settings of the area you are in (in my case the footer) and the block settings. Of course you choose the block settings (you may have to activate the block (again) in the content area first). If your screen is less than 782 px wide the ‘settings panel’ will not appear to the right of the ‘content area’, but on top of it.
If you use the widget in the legacy widget block, also look at the second picture (sib legacy-widget settings screen wider than 782 px.png):
