hover for lightbox

How would I create a hover for a lighbox?

I’ve tested various css, and could only get a static background color to take effect. Can’t get hover to work at all

}

Is this the only CSS that is available for the lightbox shortcode?… https://plugins.trac.wordpress.org/browser/shortcodes-ultimate/trunk/includes/css/shortcodes.full.css
