Hot “SPOT”

Is there a way to create a rectangular “SPOT” – for a hotspot on a graphic / picture?

I would like to put a transparent box around the text – to create a hotspot to link to a page.
(without adding a graphic button)

The link above currently has an Arrow Button for link. Would like to remove the graphic button and replace it with a transparent rectangle (for hot spot) surrounding the text in the graphic, “Video Production” & “Meeting Production”
