The error does say your don’t have a billing account linked to the current project. If you did connect them, then you have to contact Google Maps Support. They will be able to see exactly what’s going on in their back-end.

Further, In google console, I am making a new billing account with a new card. It gives me two options. Set this card for “Google Cloud” or “Google Maps”. Which one should I select? It reads that the billing account can be used only for one service.

You have to contact Google Maps Support for any billing related questions when it comes to what’s supported or not.
The last questions should be for Google Maps, but their support will be able to answer your first question.
Thank you. The support resolved the billing account. Now, It is not detecting my location despite allowing it when it asks in the beginning. In troubleshooting, I went to your website where I found that this could be because of SSL or mixed content.

This you can fix by enabling the compatibility mode on the WPSL settings page ( tools section ).
As for the permission errors, you probably blocked access in your browser during a previous request, and it will remember this. You can check this in your browser settings, or quickly test it in another browser.
