    Is there a plugin or feature that would force users to make a payment before submitting their post?

    Yes you can add the USP shortcode to any page, and then use a plugin such as s2member (or any membership type plugin) to require payment to access the page. I explain more in this post, which is aimed at pro users but the same concepts apply to free version as well.
