Force default language?

Hi,

Just wondering how I can force all users to open a page in a certain language?

Is there a way to make a popup for this also? “Choose your language:” ?

Or how is this controlled normally? Does the language being determed by geolocalization or language settings on the devices of the visitors? 🙂
