We don’t follow you well. Please rephrase your question.
Just note: wpDiscuz uses the default WordPress comment storage system, all comments are on your database and all comments are manageable in Dashboard > Comments admin page.

i don’t understand what you don’t understand about the question?
Surely you must know that WordPress already had the ability for visitors to add comments, you did not create this conversation function, it already exists.
Therefore sites already have existing comments before installing your plugin.
wpDiscuz will show all old comments if those are stored in the WordPress native database tables.
i would like to subscribe all existing people to comments to encourage interaction, can this be done?

You should manually subscribe to each post for getting notifications.
