Error on line 64

Hi there,

When I want to activate this plugin I get this error:
wp-content/plugins/wordpress-automatic-image-hotlink-protection/wordpress-automatic-image-hotlink-protection.php on line 64 can't open file

I take a look on this file in my NotePad:

$fh = fopen($thisismyurl_hotlink_protection_file, 'w') or die("can't open file");

Can you help me with this?
