enqueue scripts not working on pages

I’m trying to add new custom external scripts for my site. I’ve tried the normal way to add external javascript and using wp_head method but my scripts doesn’t show on new pages. The old ones are fine.

I’m running 5.0 on my staging where the bug is happening using w3 total cache.Tried disabling it but it’s still not working. My 4.9 seems to work fine.

Update:
I’ve discovered whenever I enqueue a non existing file I get this.
/assets/js/cb-date-pick.js?x67007&ver=5.0

Now after uploading that file. I can’t find it anywhere.
