I had this problem too. The root cause was my caching plugin (WP Rocket).
I have excluded the following folders in the WP Rocket settings to be not cached anymore:
/dhl_download_label/(.*)
/woocommerce_dhl_label/(.*)
/bulk/(.*)
This solved my problem.
You can also try saving the permalinks again and verify if this issue is fixed, under “settings->permalink”.

Dear @gmwp1111 thanks for your suggestion. I’m using WP-Optimize Premium 3.1.12. To test your suggestion, I deactivated all settings, and cleaned out the .htaccess, but nothing changed. The error still occurs. Also your suggestion, @shadim, didn’t succeed. Do you have any other idea?
If you rename the downloaded html file to pdf (change the .html extension to .pdf): can you open it? If yes, then I still think it’s a caching problem. Did you try to deactivate your caching plugin completely and to try to generate and download a label then?

And yes, also I completely deactivated the caching plugin and tried to generate and download a new label. But it still won’t work.
