Don’t insert ads after an image

I don’t want ads to appear beneath images. The way my posts looks is generally:

title
image
paragraph
paragraph

title
image
paragraph
paragraph

I thought that by using the ‘minimum number of words in paragraph above’ setting I could force it to skip titles and so only insert after an actual paragraph, but even with this setting set to 15 words it still sometimes shows an ad after an image.
