That’s not gutenberg – can you show how this is meant to be implemented in Gutenberg?
GIF showcases Gutenberg editor. Not really sure why you think that classic editor is being shown there, but thats not correct.
I cannot provide a hands-on support session, as its against the rules, but in order to ensure that no third party plugins are responsible for your issue, please disable all other plugins temporarily and add shortcode in pure text.
If it still fails, revert back to a default theme and do the same test.
Enabling things back will help you understand factor(s) responsible.
It’s not a hands on support session, I’ve sent a video of how it is not working in Gutenberg.
Either I’m misusing it, or it doesn’t work. Is it not the case that you should show why it’s being implemented incorrectly?

In order to ensure that you are not misunsing it or conflicting factors involve, please follow the steps mentioned in my previous reply.
And I’ve tried it in the way your gif suggests in my response and you’ll see that it’s not working.
