We generally haven’t limited the gateway JavaScript for our gateway plugins to only load on specific pages, primarily to cover things like customized checkouts, One Page Checkout and other potential custom checkout solutions.
There is also Apple Pay, which is still a developer feature, but when enabled needs to load JavaScript on product pages & cart pages. As more gateways are gaining features similar to that, we will most likely see more and more JavaScript loading outside of checkout.
So, basically, if you are running a standard WooCommerce Cart > Checkout solution, it is OK to only load the JavaScript on Checkout.
