Not a simple solution as of now, but we will have a look. The Cookie Banner should by default be one of the latest elements of your page to load, so if you could post your URL we can double-check this.
Maybe the fade-in animation under cookie banner settings helps as well.

I have created a mu-plugin you can use:

Really appreciate it, as expected everything works perfectly. I just add the function in theme child everything seems to be perfect.
