Create new user without emailing them

I recently installed User Role Editor and it seems like non-admin users that create other users do not have the option to NOT email the users they created to send them their login link / credentials. Is there a way to enable that option? We want non-admin users to create other non-admin users but to be able to do so without having to email them. Especially since some users would not have real email addresses since they are test users or already have another non-admin username. (I do not believe WP allows multiple users to have the same email address.)
