Country Level Blocking issues

Hi, I have country level blocking for Brazil due to high traffic issues yet some traffic is still being allowed 24hrs after blocking the country. When attempting to add the individual IP we get a message indicating that the IP is already part of a blacklist record, yet it is still being allowed. This can be seen in the security firewall log. Can you please assist so that all traffic from that country is blocked.
