Cookie Scan won’t finish

Hello, My cookie scan in my initial setup will not go past 60%. I have enabled WP debug, cleared caches, disabled all of my plugins including my security and cache plugins but woocommerce which should be the only source of the cookies. I have tried both brave and firefox disabling all privacy/security plugins with adding my site to every security exception I can find in my browsers. My site does run through cloudflare. Does it need to be disabled there too?
