Inspector in Firefox shows these js errors, don’t know if any are relevant to your plugin:

I tested with a fresh install of the Twenty Twelve theme, JRSM, and NextGEN – and all works fine. Here’s a recording of that combo in action: http://g.recordit.co/oSWCo8W57R.gif
This leads me to believe it’s either another plugin causing this conflict, or your NextGEN settings. I did notice that the NextGEN lightbox effect totally broke with certain NextGEN settings, so you may want to try simplifying those first and seeing if it works. Here are my general lightbox settings:
