You’re REST API is disabled, are you using a security plugin? You need to allow access to the API.
@jdstiger is correct that if you have settings or security measures on the site or server that are blocking REST API requests this can prevent the plugin from completing the setup process.
Temporarily disabling these settings or the plugin could help resolve the issue during the setup process. For WordFence, it could be the Web Application Firewall setting blocking the request. You can re-enable plugin/settings after the setup is complete.
Please let us know if you are able to complete the setup. Additionally, it would be great to know more about who your host is or known settings to share with others that may experience the issue.

Not sure how I missed that I have disable wp rest api plugin activated. I just disabled it and all good now. Thanks for your help.
