That’s not a native WordPress feature.
It’s likely coming from a plugin.
Below is what the default WordPress SETTINGS => GENERAL screen should look like, with no plugin installed and the default TT3 theme.
As you can see your screenshot has quite a few options that are not provided by WordPress itself.

Thank you for your reply, is there is any way that I can manually approve new user?
You need to install a plugin to do this.
The site you took the screenshot from uses the PRO (ie paid) version of the Profile Builder plugin. But this plugin has a ton of other features!
If you’re only interested in the user approval feature, there are several free plugins that offer this feature, including the following:
