Guidelines:
- To access library collections, a library user needs to present an NLP Client Stub/PVC ID.
- Personal belongings can be brought inside the reading areas, but not for food and drinks.
- All collections are for “room use” only.
- Service is on a first-come, first-served basis.
- A maximum of three (3) titles can be borrowed at the same time.
- Anyone caught damaging facilities and/or stealing library materials shall be penalized according to the provisions of the Revised Penal Code Articles 311 and 328.
Procedure:
- Present any valid ID to the guard at the ground floor entrance.
- Proceed to the Registration Area to secure NLP Client Stub/PVC ID.
- Fill out the online registration form for library users.
- Proceed to the designated area for picture taking.
- Proceed to the 2nd Floor Reading Area.
- Tap the NLP Client Stub/PVC ID in the barcode scanner at the entrance.
Print Collections
- Proceed to the available Online Public Access (OPAC) terminal to browse/check available collections for use.
- Select and reserve title/s.
- Proceed to the Circulation Counter to present NLP Client Stub/PVC ID and claim a pager.
- Monitor the notice via the issued pager, which shall vibrate once requested titles/s is/are available.
- Proceed to the Circulation Counter to claim (check out) the requested title/s once the issued pager vibrates.
- To check in borrowed collection(s), proceed to the Circulation Counter to scan the barcode of borrowed collection(s), then return the materials to the designated shelves.
Rare Collections
These include rare books, serials, and manuscripts published in 1945 and below.
- Send a request letter to [email protected]
- Wait for feedback within 2 days.
- For requested rare collections with a digital copy, a link to the copy shall be sent within 2 days.
- For request(s) that are not available in digital format, feedback is within 6 days.
eResources (Onsite Access)
On-site access to various databases of e-books, e-journals, and audiobooks can be through the provided terminals in the reading area or your own device, through this link: https://eportal.nlp.gov.ph/
- Proceed to the terminals located at the eResources Corner in the Reading Area, 2nd Floor.
- Request for NLP WIFI voucher for those who prefer to access the eResources using their own laptop or mobile devices, since a personal account is needed. QR codes for online databases are available in the reading tables.
- Click/Scan QR codes of the online databases as shown on the screen of the devices being used to access the eResources.
eResources (Off-Site Access)
24/7 offsite access to various databases of e-books, e-journals, and audiobooks is for Philippine residents only through approved e-portal accounts.
- Access the NLP website at https://web.nlp.gov.ph/.
- Click “Resources” in the navigation bar, then select the NLP eResources Portal, or directly to the ePortal website https://eportal.nlp.gov.ph/.
3. On the ePortal website, click the login located at the upper right corner of the screen.
4. Select “Create New Account.”
5. Fill out all the necessary information, accept the terms, and click the “Create New Account” button.
6. Check email for setting the password.
7. Create a password, then click the login button to enter the username and password.
8. Browse the eResources and follow additional instructions for each database.

Accessible via the NLP website 24/7 in the form of a chatbot. Librarian (LIVErarian) is available for live chat to answer inquiries from Monday to Thursday, 7:00 AM to 6:00 PM; Friday 8:00 AM to 5:00 PM, except holidays and work suspensions. Inquiries received beyond the core time of live chat, which were not answered by the chatbot through the Frequently Asked Questions (FAQs), will be accommodated on the following working day.
- Click the OLA icon in the NLP website located at the bottom right.
- Provide demographic information being asked by OLA, which includes name, contact information, sector, age, sex, affiliation, and region. Submitting profile information means you agree to the data privacy statement.
- Choose/click specific areas of concern.
- Satisfied or not, send a chat message if the inquiry is not in the FAQs.

Rules:
- The Children’s Library is for ages 15 years old and below only.
- Children 10 years old and below need a guardian who shall be at least 18 years old.
- Children must be accompanied by his/her guardian at all times.
- NLP ID is required both for children and guardians.
- Eating and drinking are not allowed inside the library.
- Wearing socks is required; shoes shall be stored in the designated lockers.
- Courtesy and respect shall be maintained at all times. The following behaviors shall not be tolerated:
- Any form of verbal and or physical aggression towards clients and/or staff
- Willful destruction or theft of library property.
- Guardians are solely responsible for the safety and behavior of their children.
- Any misconduct that is disturbing to clients and/or staff shall be dealt with accordingly.
Reading
Access to the Children’s Library collections is through an open-shelf system. Below are the
procedures:- Select title(s) through the Online Public Access Catalog (OPAC).
- Locate and retrieve the selected title(s) from the shelves.
- Check out the retrieved collection.
- Check in the borrowed collection.

These activities are open to all children. Come learn, play, and create with us at the library!
Children’s Activity Request
To request the conduct of storytelling, puppet show, and arts and crafts, and mascot appearances activities outside NLP, the following procedure shall be followed:
- Send the request letter three (3) weeks before the target event/activity, with the following details:

- Wait for the assessment and the service agreement for the request within 4 working days.
- Fill out/sign the service agreement detailing the program and all other logistics that will be sent to the requesting party, and send the signed agreement back to NLP.

This service is offered to individuals, research institutions, and other related organizations’ requests for braille and audiobook production to meet the information needs of persons with print disabilities.
- Fill out the NLP Request for Braille and Audiobook Production Online Request Form.
- Wait for acknowledgment and assessment of the request within 1 working day.
- Comply with the submission of documents to be transcribed.
- Wait for email on instruction for pick-up or notification on the accomplishment of request.
