I've hidden files using Web Shield utility and I re-imaged my computer. Now, the Web Shield setup file is not getting installed and I'm unable to open the hidden files.

In order to reinstall the Web Shield utility again, I suggest you temporarily disable your Windows Firewall and security program and try again. If it doesn't work and you're using Windows XP or below, use the package provided by Microsoft to update Windows Installer. If you're using Windows Vista or above, update it through Windows Update. This should fix it.
I have tried removing the program and had no luck. It stated that it's easy to do it but I have tried several times. How do I remove it?

If you can't remove the program using the uninstaller from Control Panel, you can use a program like Revo Uninstaller or CCleaner to force it to uninstall by wiping out all traces of its presence from the system. After that you can use AdwCleaner to make sure that there are no leftover rogue registry keys or toolbars in your system.
