I need Water Utilities Application Framework, to install Arc Hydro. I downloaded and installed it and this is actually Software Informer. Is this the software that I need to have in order to install Arc Hydro?

I don't know what you've downloaded, but if it appears as Software Informer, then it means it's the actual Software Informer client that was delivered as installation alternative until the link for the software appears.
