I keep losing the driver and I have to download and install it all the time. Can you help?

If you're device is a USB webcam, try to run the Fix It utility provided by Microsoft. If it doesn't help, go to Start > Control Panel > Hardware and Sound > Device Manager, right-click on the webcam devices and select Uninstall. After that, reboot your computer, right-click on the drivers from Device Manager > Imaging Devices and select Update Driver Software. Use the Browse option to navigate to the installation package and install the driver following the provided instructions. Restart your computer, and the problem should be solved.

I want to uninstall this program and to use CyberLink YouCam instead. If I remove it, will I also lose my webcam driver?

No, the webcam driver can be uninstalled only from Device Manager. You can safely uninstall Video Web Camera using its uninstaller from the installation directory or Add or Remove Programs feature (Control Panel > Uninstall a program). After that, you can download and install CyberLink YouCam without any problem.
