What is the minimum age to become a certified referee?
You must be at least 13 years old at the time of registration. Start your registration process at this link Become A Referee – Metro DC State Referee Program.
How long does the certification process take from start to finish?
The process typically takes 3–4 weeks. This includes online modules (5–10 hours), an in-person clinic (4–6 hours), and a background check (up to 10 days), for anyone over the age of 18 years old.
I completed SafeSport/Intro to Safety, but OMS says I’m incomplete. What do I do?
There is a 24–48 hour synchronization delay between the US Soccer Learning Center and the state OMS database. If your status does not update after 48 hours, contact the Registrar, pmcfall0910@gmail.com with a PDF copy of your completion certificate.
How do I transfer my registration from another state to Metro DC-Virginia?
I lost my referee badge. How do I get a replacement?
We can sell you a replacement badge. The cost is $6.00.

I ordered a referee kit from my profile in OMS. How long does it take to receive it?
Orders are processed in batches. Delivery typically takes 7-10 business days via standard USPS shipping. Check the tracking number provided at checkout. If your kit is delayed, contact Official Sports customer service directly.
I am not registered with VA/DC. How do I request an assessment?
- Go to DC Virginia Officials Management and pick the sixth option on that page: Guest Registration. Fill in the information and register as a GUEST.
- Log in at the US Soccer Learning center at https://learning.ussoccer.com/referee . While in your PROFILE, scroll down until you see Manage my Relationships. Select it. In the new window, select Search for Associations. Search for Virginia State Referee Committee. Select it and then Select Update. That will add a relationship to the Virginia OMS.
- Once these two steps are complete please inform Patrick McFall (pmcfall0910@gmail.com) , our State Registrar, so that he can add your history to the VA/DC OMS system.
- Once your Referee license is active in VA/DC OMS system, request your assessment:

When does a weather delay officially become a match abandonment?
U.S. Soccer’s Recognize to Recover program requires immediate suspension of matches and practices when lightning is seen or thunder is heard, adhering to the “30-30 Rule”. Activities must stop immediately, and participants must seek safe shelter. A primary location would be a fully enclosed building with wiring and plumbing. A fully enclosed vehicle with a solid metal roof, like a school bus, would be a safe secondary option for at least 30 minutes after the last flash or thunder.
A match is usually abandoned if the delay exceeds 30–60 minutes or if field conditions become unplayable, though specific league rules may vary. Consult the specific League Rules of Competition for the official “wait-time” before calling the match and/or contact your assignor.

The Certification Reminder: Can I request games while my status is "Pending"?
No. You are not legally insured until your status shows as “Certified” in OMS. Assignors are prohibited from assigning officials with expired or pending credentials.
Do I need prior soccer experience to become a referee?
No. While a basic understanding of the game is helpful, the certification course provides all the foundational knowledge required. We welcome all candidates who have a passion for the game and a commitment to maintaining its integrity. If you have any questions, please contact us, using the “Get Help Today” found on the homepage at the bottom and someone will reach out to you to discuss and answer all of your questions about becoming a referee.
I finished my online lessons and/or clinic (First Time Referees). Why am I not "Certified" yet?
Certification requires a cleared background check and SafeSport for anyone over the age of 18 years old and a final manual audit by the Registrar. Ensure your background check is not “Pending.” If it is clear, allow 3–5 business days for final administrative processing.
How do I merge my duplicate US Soccer accounts?
Go to US Soccer Learning Center, U.S. Soccer Learning Center, log into your account. Under U.S. Soccer Referee Licenses, click missing Information, then click the box Request Profile Merge on all accounts. This could take a few weeks to complete. If nothing happens after 21 days, contact the Registrar, pmcfall0910@gmail.com.
NOTE: Having multiple accounts at US Soccer Learning Center can affect your registration and license.
I recertified for this year and have not received my badge
Badges for recertifying referees are automatically mailed to your address in OMS once all requirements (including the background check) are finalized. If you have not received your badge within 21 days of your status turning “Certified” in OMS, contact the State Office at mdcvasrp@erols.com.
I ordered a referee kit and have not received it yet. Do I need to have it to attend the field session?
No. You do not need an official uniform to attend the field session. Any athletic attire and comfortable shoes are acceptable. Show up ready to move and learn. You must have your kit, however, before you can accept match assignments in Assignr.com.
What if I cannot attend my scheduled clinic?
Go into OMS, MemberLogin, click the Transfer Clinic and then select the clinic you want to transfer into. Attend the clinic
Are players allowed to wear jewelry (including "taped" earrings)?
All items of jewelry are forbidden and must be removed. Taping is not permitted. Inform coaches and players during the pre-match check that all jewelry, including piercings of any kind, must be removed before the player can take the pitch.
What is required for anchoring goal?
There are several ways to anchor goals.
Sandbags or weights on the back bar or side bars.
Bolting or tying the back bar or side bars to the ground.
Securely staking the net to the ground.
Whatever mechanism is used, it just has to be effective, not interfere with the game, and be safe.
Whoever is responsible for the venue, typically the home team, is responsible to anchor the goals.
SafeSport Re-Certification: Why does it expire differently than my Referee License?
SafeSport is a federal requirement that must be renewed every 365 days, whereas your referee license is valid for the full calendar year. If your SafeSport expires, your certification is automatically suspended until the module is refreshed.
Referee Gear (Jerseys): What 2nd or 3rd color should I buy?
After the primary Yellow, Green is the most commonly required second color, followed by Red, Blue and Black. Always coordinate with your crew to ensure a unified look and/or ask your primary assignor for alternate color recommendations. Referee Abuse Complaints: How do I file a report?
Abuse or assault reports must be filed within 48 hours of the incident. This is a multi-step process involving the Game Report and a formal notification to the VYSA State Office. You should notify your assignor as well.

What do I do if I do not get paid?
If you encounter game fee discrepancies or payment issues, contact your assignor first. If not able to resolve in a timely fashion with the assignor, follow up with email to the following:
- The Assignor
- The league/club POC
- The State Director of Referee Assignments (SDRA) – Toni Goad
- The State Referee Assignor Liaison– Acacia Ellis
