University of Lodz, Poland

Established in 1945 University of Lodz is one of the biggest public universities in Poland (12 faculties; over 2200 Academic staff; over 28000 students). The project is implemented by Faculty of Biology and Environmental Protection, namely Biohazard Prevention Centre (BPC). The Centre is a scientific unit which focus on:

  • research and development activities in the area of preventing and responding to biological threats, as well as incidents involving chemical, radiological/nuclear, and explosive agents (CBRNE);
  • cooperation with state services responsible for safety and security, such as law enforcement institutions, firefighters, medical and military services, and other governmental bodies, EU, and international agencies,
  • raising public awareness in the area of CBRNE threats and crisis management
  • common R&D projects involving collaboration between the public and private sectors focusing on advancing new technological solutions, products, models, or training programs.

The Biohazard Prevention Centre has extensive experience in all areas of project implementation: proposal drafting, project management and coordination, research and needs analysis, content development, design and refinement of novel detection technologies, quality assurance, organization of workshops, large scale exercises and trainings.

University of Žilina (UNIZA) with 70 years of history belongs to one of the leading educational and scientific institutions in Slovakia.

With its rich tradition it occupies a significant place among Slovak universities. It has seven faculties (the Faculty of Operation and Economics of Transport and Communications, the Faculty of Civil Engineering, the Faculty of Mechanical Engineering, the Faculty of Electrical Engineering and Information Technology, Faculty of Management Science and Informatics, the Faculty of Security Engineering, the Faculty of Humanities).

Medical University of Lodz, Poland

Medical University of Lodz (UMED) is one of Poland’s leading public medical universities, educating over 9,300 students, including 700+ international students. It offers 15 study programs and maintains strong research performance in oncology, immunology, molecular biology, and genetics, with more than 200 projects worth over PLN 1 billion and three clinical hospitals.

MOLecoLAB – Center for Molecular Research of Civilization Diseases is a modern interdisciplinary facility supporting the UNICOPS project with a focus on CBRNE safety in academic environments. It includes six specialized laboratories, including a dedicated CBRN Safety Laboratory, equipped with advanced molecular and biochemical analytical technologies.

Within UNICOPS, MOLecoLAB provides expertise in hazardous materials, develops and validates safety protocols, supports waste management planning, and delivers practical CBRNE training.

As Poland’s first passive-construction laboratory building using renewable energy, MOLecoLAB combines advanced research with practical public safety solutions, making it a key partner in strengthening CBRNE security in higher education.

University of Applied Sciences for Public Service in Bavaria – Department of Policing, Germany

Every year about 400 students start their training (for the third qualification level of policing) in Bavaria. 

They study at the University of Applied Sciences for Public Service in Bavaria’s Department of Policing, whereas the internships are carried out at police departments in the entire state of Bavaria. While primarily being responsible for the education and training of Bavaria’s police officers, the Department of Policing has also participated in a whole range of EU and national research projects since 2012. 

The Department of Policing’s involvement in research projects has – depending on the exact project – covered a variety of different activities with a primary focus on counter-radicalization, cybersecurity and training.

National Technical University of Athens, Greece

The National Technical University of Athens is structured according to the continental European system for training engineers, with an emphasis on solid background. The duration of courses leading, after the acquisition of 300 credit units to a Diploma, of Master’s level, is five years.

The valuable work of NTUA and its international reputation are due to its well-organised educational andresearch system, the quality of its staff and students, and the adequacy of its technical infrastructure. NTUA graduates were pivotal to Greece’s pre-war development and to post-war reconstruction. The graduate engineers who staffed public and private technical services and companies were and remain by general consent, equal to their European counterparts. Many have been elected to distinguished teaching and research positions in well-known universities all over the world.

ISEMI, Slovakia

ISEMI – International Security and Emergency Management Institute is a non-profit organization registered with the Ministry of Interior of the Slovak Republic. It has cooperation agreements with the Slovak Ministries of Interior and Defense, NATO EOD CoE, and the French National Gendarmerie.

ISEMI brings together former and active police, military, civil protection, and crisis management professionals with security clearance and extensive experience in crime prevention, counter-terrorism, CBRN-E threats, and combating organized crime. The team also specializes in intelligence analysis, border and critical infrastructure protection, hybrid threats, emergency response, health protection, and justice and prosecution.

ISEMI is a part of the Integrated Rescue System of the Slovak Republic, with focus on the support of LEAs in the investigation of CBRN crime and generally in CBRN/HAZMAT-related incidents.

ISEMI is holder of NATO Security Clearance and Certificate – Anti-bribery Management System (ISO 37001:2016).

ISEMI also has accredited educational programmes within Ministry of Education of the Slovak Republic (CBRN-E Security and Safety, Response to CBRN-E and HAZMAT Incidents, Profiling – behavioral and observational analysis).

Safety Core Sp. z o.o. is a Polish company specializing in enhancing security in both public and private spaces. Its mission is to build resilient communities by implementing effective systems for the protection of people and property.

It collaborates with both civilian entities and public services. The team consists of experienced experts – former special forces operators, officers from the Ministry of the Interior, and NATO specialists. Safety Core is an active partner in international projects such as HOTHREAT, focused on protecting critical infrastructure and public spaces.

The Polish Platform for Homeland Security (PPHS) is a non-profit organisation operating in the security domain, providing project management, professional training, and advisory services.

PPHS coordinates national and international initiatives, organises expert events, leads communication and dissemination activities, and facilitates knowledge exchange among security stakeholders.

Its mission is to strengthen civil security in Poland and across Europe by enhancing the competencies of law enforcement agencies (LEAs) and public institutions, while fostering cooperation between key security actors.

Since 2016, PPHS has participated in 33 European-funded projects, including 17 currently ongoing.

Center for Security Studies (KEMEA), Greece

The Center for Security Studies (Kentro Meleton Asfaleias – KEMEA), founded in 2005, in Athens, Greece, is a scientific, consulting and research organization overseen by the Minister of Citizen Protection.

The center primarily conducts theoretical and applied research and studies, particularly at strategic level, on security topics and policies. Moreover, it is the think-tank of the Hellenic Ministry of Citizen Protection on numerous policies such as public order, correctional services, terrorism prevention, crime prevention, integrated border management and civil protection as well as on various other security and societal issues.

KEMEA employs a total of one hundred seventy-five (175) scientific and research associates, of whom forty-four (44) are law enforcement officers.

KEMEA maintains a strong presence at the EU level through its membership in, active participation in, and collaboration with various security networks and organizations, including EOS, ECSO, EARTO, and ESDC and CEPOL.

Military Institute of Chemistry and Radiometry, Poland

Military Institute of Chemistry and Radiometry is a Scientific and Research Center of Polish Ministry of National Defence, established in 1954.

Main scope of the activity of the Institute is scientific research and development projects and studies in the field of NBC defence equipment and systems as well as verification of the chemical disarmament processes. The Institute is authorized to issue expertise and opinions as well as certificates for products and technologies related to their specialization, carry out the testing equipment and conduct training activities.

The Institute provides support three departments responsible for following research and development works:

  • Department of CBRN Protection,
  • Department of CBRN Reconnaissance and Decontamination and
  • Department of Radiometry and Camouflage.

Important parts of the Institute are testing and calibration laboratories as well as Product Certification Body accredited by the Polish Accreditation Center. Following laboratories are accredited:

  • Respiratory Protection Laboratory,
  • Chemical Weapons Convention Laboratory,
  • Radiometry Research Laboratory.

The Institute is a coordinator appointed by the Minister of Science Center for Advanced Technology: “The Man, Environment, Anti-terrorism, Protection Against Contamination.”

Minister of Internal Affairs and Administration admitted Military Institute of Chemistry and Radiometry Concession No. B-007/2004 for an economic activity in manufacturing and marketing of products for military or police purposes.”

Regional Police Headquarters in Lodz, Poland

The Regional Police Headquarters in Lodz (Poland) is a government administration entity competent in the matters of protecting the safety of people and maintaining the public safety and order.

Its responsibilities include crime prevention and detection, prosecution of offenders, maintenance of public order in public spaces and transport, supervision of specialist armed security formations, and cooperation with national and international law enforcement authorities. The Headquarters also collects and analyses criminal intelligence, including the management of the regional DNA database.

The Police are the primary statutory authority responsible for combating crime, including organised crime, and operate specialised investigative and operational units supported by dedicated logistical structures.

Organisationally, the Regional Police Headquarters consists of 34 departments and oversees 22 city and district police headquarters, which supervise local police stations and outposts.
