Unlocking Literacy Success: What to Know About the PRISM Grant Opportunity in Massachusetts
Massachusetts districts striving to strengthen literacy outcomes now have a powerful opportunity through the PRISM (Partnerships for Reading Success — Massachusetts) grants. Whether your focus is early literacy in grades PreK–3 (PRISM II) or expanding excellence in grades 4–12 (PRISM III), these grants offer a path toward adopting and implementing high-quality instructional materials (HQIM) and elevating student engagement and success.
What is PRISM?
PRISM is a competitive grant program offered by the Massachusetts Department of Elementary and Secondary Education (DESE) designed to support districts in:
- Evaluating and selecting HQIM
- Developing a clear instructional vision
- Launching and implementing Tier 1 literacy materials
- Empowering educators through curriculum-aligned professional learning
PRISM II focuses on PreK–3, while PRISM III targets grades 4–12. Both grants aim to create classrooms where every student can access rigorous, joyful, and evidence-based literacy instruction.
How to Apply
To be considered for a PRISM grant, districts must demonstrate readiness and commitment to:
- Conduct a comprehensive landscape analysis of current literacy curriculum and instruction.
- Collaborate with a DESE-approved PRISM Curriculum & Instruction Coach throughout the planning and implementation process.
- Commit to participation in the IMplement MA Network, DESE’s statewide network for evaluating and selecting HQIM.
DESE has released an RFP (Request for Proposals) for PRISM here. Districts should monitor DESE’s grant opportunities page and prepare to submit a thorough proposal aligned to the grant’s priorities.
Year 1: From Vision to Action
Once awarded, here’s what implementation looks like:
- Partner with Your PRISM Coach
Begin by scheduling Year 1 activities with your DESE-approved coach. This partnership is key to ensuring a cohesive, responsive rollout. - Form a PRISM Curriculum Council
Gather key leaders—administrators, teachers, specialists—to serve as your steering committee. This council meets regularly to guide decisions and keep momentum strong. - Join the IMplement MA Network
Districts participate in DESE’s learning community to build capacity for evaluating and selecting HQIM for all funded grade levels. - Develop a PRISM Literacy Plan
With coach support, use insights from your landscape analysis to refine your instructional vision and chart a plan for curriculum selection, launch, and sustained support. - Purchase Tier 1 Core Literacy Materials
After careful evaluation and selection, districts invest in high-quality, standards-aligned curriculum to anchor instruction. - Rollout and Professional Learning
Launch materials with intention, pairing adoption with teacher-facing professional development provided by your coach to ensure alignment between materials, instruction, and outcomes.
