I wouldn't recommend using apps to fix problems with the startup. Reboot the PC and then press F8 until the service menu appears. Select Safe Mode and after it started, press Windows + R and type sfc /scannow. This will perform a general OS check and repair files as necessary. By default, it should have all the libraries bundled within the Windows OS, but in some cases you also have to insert a Windows Installation disc into the DVD-ROM.
