Participants can create a new Google account (e.g. name-square-google-hackathon@gmail.com) and then use that account to start a free trial to access Vertex AI. The $300 free credits for new accounts requires a credit card, more info here.

Enable the Vertex AI API for your created project, inspect the Quickstart here. Reminder that participants should shutdown/delete their Google project when the hackathon ends to avoid unexpected costs.
