Permission denied on symbolic links 7z 15.x

7-zip 9.2 was able to extract .tar file with symlinks in them without any error, but 15.x will give permission error and it can't complete extraction process.
I tested this with OpenSSL source files
Yes, you need administrator rights to create symbolic link in Windows.
But how 9.2 was able to do this?
I also tested running 15.12 with administrator rights to test, it can complete the extract, but when it want to copy files from temp to correct folder(if drag&drop to destination & it extracted on temp first) it go not responding in copying phase, and can't complete it.
9.20 didn't restore symbolic links.
I'll think about "Drag and drop" case later.
Instead of giving "Permission denied" error, 7zip should try to elevate as 7zip currently gives "Permission Denied" even when the user is an Administrator. Tried with gcc sources that are archived with xz and tar.
