Foreign ships sit outside native settlements for many turns, seemingly doing nothing and not leaving. I've noticed this in multiple games, sometimes they have cargo and sometimes not. See near Chilcotin in the west side of my game or near Bayamo or the unknown village on the east side near the Dutch settlements

    I haven't experienced this with the Classic ruleset, but I have now experienced this with the FreeCol ruleset.

    Its just the AI losing its mind, as usual. Will look at it again next time I have the motivation to look under the AI rock.

    This bug is causing another issue.

    Once you remove all European towns from them and all opponents have 0 colonies they should give up and leave affairs of the new world.

    Sadly because of the ship clustering they do not.

    You have to find all ships and sink or damage them so that there are no units of the given power in the New World only then they surrender.

    This is virtual impossible to do unless you send missionaries to all Native Settlements by the sea so that you see where is that the ships clustered.
